Struggling to pay your bill: Credit card

I have written proof that capital one put me in a cease and desist and to not contact me any further through any means on communication and you guys agreed to that, I received a letter in the mail stating you are trying to garnish my wages when I informed you multiple times I have been unemployed for quite some time and have no money to give yet earn at the current moment and you guys are still dishonoring the agreement that you agreed upon, I would like to continue the cease and desist and for you guys to stop mailing me about garnish wages and to stop it from being processed as I do not have a job at the moment due to mental health issues and concerns we can continue and find a solution sometime next year when I am back on my feet this has to be the last time this is talked about at this point its ridiculous that I told you guys to understand my financial hardship and you continue to keep trying to make my life harder than it already is any more contact and breaking of the agreement then Ill continue to keep taking steps further to prove you guys simply dont care and just want money and not understand my financial and mental hardship
