Struggling to pay your bill: Credit card

I have called Chase Bank numerous times, as well as filled out applications for the Chase Bank hardship program, and was denied. I am currently on unemployment and have been for months now. I have explained this numerous times to Chase reps. I do believe they are discriminating against POC to enter these programs. There is no way I should be denied the opportunity to enter this program if I am on umemployment. The reps can not explain why I do not qualify and say I should receive an explanation in the mail that never comes. Please look into this matter
