Other transaction problem: Money transfer, virtual currency, or money service

I purchased food using PayPal, the food was completely spoiled, rotten, and ruined. Because spoiled food is a serious biohazard and a health safety risk, I had to throw it away immediately for sanitary reasons.I filed a dispute with PayPal for receiving a damaged and unusable item. PayPal wrongfully denied my claim. Their automated system told me that because I threw the hazardous food away, I " accepted '' the spoiled item. This is an unfair and absurd policy. PayPal is forcing me to pay for a dangerous, inedible product that could not safely be kept in my home or shipped back.
