I am filing this complaint against PayPal regarding an unjust chargeback that resulted in over $500.00 being removed from my business account within the last week. A client paid me for a personal service through PayPal. The service was fully rendered and completed to the clients satisfaction. I later learned that the client had used her boyfriends credit card to make the payment without his knowledge. The boyfriend then disputed the charge with his bank, the bank issued a chargeback to PayPal, and PayPal in turn debited the funds from my business account. I had no knowledge that the payment was made using a third partys card. I provided the service in good faith based on a completed PayPal transaction. The appropriate party to pursue for the disputed funds is the person who made the payment not me, the service provider who fulfilled the transaction as agreed. When I contacted PayPals dispute center to address this, I was connected with an agent who was extremely difficult to understand. When I requested to speak with a supervisor or someone else, the agent spoke over me repeatedly and refused to transfer me, claiming she was the highest level of support available for my issue. I do not believe this to be accurate, and I found the interaction to be dismissive and unprofessional. I am requesting that PayPal : 1. Restore the disputed funds to my business account immediately 2. Pursue recovery of the funds from the appropriate party the individual who made the unauthorized payment 3. Connect me with a US-based escalations representative who can properly review this case This situation has caused direct financial harm to my small business and I have received no meaningful assistance from PayPals customer support. I am asking the CFPB to facilitate a resolution.
