Complaint Against PayPal I am filing this complaint because PayPal has repeatedly provided inconsistent information regarding access to my funds and has prevented me from withdrawing money that it represented as available. My PayPal account was previously restricted and funds were held for an extended period. After I sent a formal demand letter, PayPal released the held funds. However, unauthorized activity later occurred on my account and unauthorized charges were disputed. PayPal issued provisional credits while those disputes were under investigation. I reported unauthorized activity on my PayPal account and disputed the unauthorized transactions. PayPal issued provisional credits but then permanently limited my account and prevented me from accessing funds that it represented as available for withdrawal. Every withdrawal attempt failed due to PayPal 's internal security system, and I was repeatedly told to wait without receiving a meaningful resolution. I believe PayPal 's actions raise concerns regarding compliance with Regulation E because I have been denied full and complete access to funds associated with the resolution of unauthorized electronic transactions and have not been provided a clear explanation of my rights or the basis for the continued restrictions. Despite this, PayPal also informed me that my remaining balance, approximately $5400.00, was available for withdrawal. I repeatedly attempted to transfer or withdraw the funds, but each attempt failed with an error stating that PayPal could not complete the transaction at that time. I contacted PayPal multiple times and was told that the problem was caused by PayPal 's security system and that I should wait and try again later. I followed these instructions repeatedly over the course of more than a week, but the withdrawals continued to fail. PayPal has not provided a clear written explanation identifying : - Why withdrawals are blocked if funds are supposedly available ; - The contractual basis for the continued restriction ;
