Communication tactics: Debt collection

I have received multiple calls from Portfolio Recovery Associates attempting to collect a debt, I have asked multiple times for a validation debt letter because I do not wish to communicate over the phone. The associate told me that this specific debt collector are not allowed to mail validation of debt or any of that sorts. Im trying to confirm that the debt belong to me and they wont tell me nor help my situation
